When you connect to the VPN, you provide the requested local IP address, which causes the system to become aware of a new public key. A tunnel is then created to the remote endpoint from that IP address. To protect the inner connection between the two network packets, two symmetric keys are created.
The client and the server each receive a private key and a public key. In addition, a public network address is established. The corresponding private key is used to encrypt the data and send it through the network. An additional private key is generated for the transport layer. This private key helps verify the integrity of the contents of the packet.
Once the packets have arrived, a matching private key is created and used to decrypt the data, with the aid of the public key. The process may require reordering and the intermediate keys must be discarded.
The cryptographic connection must remain active, and the client and the server must remain synchronized.
When a packet is received from the network, the client generates the symmetric keys and verifies the content is valid with the aid of the public key.
The encrypted data is then sent to the remote server, which calculates the symmetric key and decrypts the data with the aid of its private key.

WireGuard is an IETF standard VPN implementation with separate service and control binary formats.  In the service format, it uses “crypto-based” key-based infrastructure to tunnel packet data.  This protocol can interoperate with other implementations of key-based VPN.
